Drink a lot of water, I heard that dehydrated skin can result in oiliness.
Invest in a good skincare routine, if you are using facial cleansers that take away the moisture from your skin, or you're not moisturizing, this will only make your skin overproduce oil to make up for what is lost. Do not use milk of magnesia on your skin. Use powder, blotting papers, anti-shine primers, and fixative spray when wearing makeup.

Ramsha basically covered it! also, I noticed using a toner after you wash your face helps

Use oil free foundations and face products! Also use blotting papers to remove oil instead of powdering your face to cover it
