NYX is a great drugstore brand and isn't too expensive, that one is usually my go to for cheaper makeup or revlon colour stay products aren't bad either and aren't too pricey

Look into wet n wild lipsticks and elf lipsticks, they're beautiful and pigmented. The wet n wild ones have awesome staying power, too. Elf makes a lot of wonderful products in general, I personally love their eyeshadow primer, HD powder, studio line brushes, and mineral primer. They also make good mascara primer. Wet n Wild makes some really pretty Fergie highlighters and color icon eyeshadow palettes, definitely try Petal Pusher if you like purple shades. Physician's Formula has a fantastic felt tip eyeliner, and NYX has wonderful cream blushes, lipsticks, lip creams, and HD concealers. If you want to contour, try NYX's powder blush in Taupe. Definitely try Sonia Kashuk's tinted moisturizer if you're near a Target, it has much better coverage than you'd expect and goes on looking so clean and smooth. Maybelline has really great cream eyeshadows and the Fit Me concealer rocks. L'Oreal has amazing mascaras, I recommend Power Volume 34 Hr for soft, fluffy lashes, and Telescopic Shocking Extensions for length. Use them together and your lashes will look almost like falsies! Almay makes a great Luminous Primer with SPF if you're looking for a dewy glow. The only brand I would say to maybe avoid is probably Covergirl. I hear more negative things for that brand than others, although I don't have much experience with it personally. Best of luck building your makeup kit, I hope I helped. :)

I would go for the Wet n' Wild eyeshadow sand blushes. Very cheap and some of the best quality!

I actually really like a lot of Elf's stuff. When I helped my little sister get started I used Elf and it works really well. I like a lot of their eye shadows and Erin D is right their potted eyeliners are great! And when I first started exploring setting sprays I used theirs. It lasted for about 6 hours before I would have to touch up. Although I never really had good luck with Elf's mascara. I also really like Hard Candy's primers. I still use them since they can get kind of expensive. Best of luck!
