You could use a very sharp lip liner, or use a lipstick with a very very thin liner brush :)

I would use a liner brush or a stiff flat top brush to create short strokes. It'll probably give you the most control and will be the easiest to apply (imo)

I'm doing a makeup similar to this on a friend for our haunted house and I use a red cream makeup on a thing eyeliner brush :)

Personally, I would do all of the shading first, set it, and then use something else (maybe like foil??) to transfer on the lines. it seems like any form of brush would be way too thick, but if you let a small amount of paint form into natural lines on some crumpled foil, then pressed it to the face, it might work.
