"Best" is subjective but I love the Tarte Fresh Eyes makeup remover wipes. Technically they're made for eye makeup but the wipe itself is so big that I can take off an entire face of makeup with it (:

For my eyes and lips, I like the clinique take the day off remover, for my face I looooove purity by philosophy. It takes off EVERYTHING and makes my skin so soft.

My favorite is the Avon makeup remover, its 3$ and doesn't sting my eyes at all lol. It's hard to find in my area, so when I run out I use the body shops camomile makeup remover, its liquid vs the thicker cream of Avon, but it gets the job done Really well. I just hold a cotton round on my eyes for a minute and wipe down my face with one as well. It removes everything, its all melting down my face afterwards ready to be wiped off. :)
I've tried the clinique and the lamcom ones and they're nice as well but not in my price range.

I like the neutrogena eye makeup remover for eyes and I like using micellar waters for the face. My current favorite is the one by l'oreal. It is a total dupe for bioderma!

Thank you guys so much I'm de going to look into those I ended up getting neutrogena whips grapefruit for oily acne prone skin I've only used it once but it made a fantastic first impression :-) thank you lovely girls again
