All my work out leggings is in like a shiny nylon material and my everyday leggings is in more comftable cotton (or whatever) material. So I would say yes there is definitely a diffrence :)

Thanks Sabrina! My workout leggings have no shine to them - they favor the cotton material they have in them. They do have a seam down the inside of the leg - do leggings have a seam?

Oh really! I don't think I ever seen cotton work out pants - they sound comfy :)
Hm yes I think all my leggings, both normal and work out has an inseam :)

Yeah I think the main difference is usually the fabric - but leggings and workout clothes comes in so many different fabrics and styles now that it's hard to tell them apart! But I guess I'm wondering why - does there need to be a difference? Leggings are leggings and I feel like what you use them for is up to you.

@Sabrina, my workout leggings have, actually!, no cotton in them (I'm surprised - they feel cotton-y!). They are 88% Supplex (whatever that is!) and 22% Lycra but they are completely matte.
