So I'm a little unsure what is going on but for the past couple days every time I apply my foundation it likes flakes around my forehead and I'm a little unsure why I was looking for different opinions on maybe why it's happening.

It sounds like surface dehydration. Even oily skin, can have surface dehydration. Surface dehydration can be a result from harsh weather, drying masks or facial treatments like benzoyl peroxide, retinols and acids. Also, your skin could be having an allergic reaction to hair & skin products. I would eliminate any products that have any harsh ingredients and switch to not only a non-drying cleanser but a proactively moisture retaining cleanser. I like Burt Bees Orange Essence Cleanser. Its not a foaming cleanser, it has a balm like texture & will leave a residual moisterizering feel on the skin. Then use a facial oil or better yet a balm like product at night to seal your moisterizer and keep the moisterizer from evaporating. Just the mere act of evaporation can be drying to the skin. I like Egyptian Magic Cream, Shea Moisture Shea Butter (Brightening & Toning Formula in the jar) , or a cheap alternative is Vaseline. None of these products have water in them, so they won't evaporate and have minimal and natural ingredients in them.

I just apply it instead of a moisturizer I just put 2 drops in my hands and rub my hands together then apply it all over my face - it's amazing how moisturizing it is and by morning my face has zero oil on it cause it soaks up the jojoba - or you can try it over your regular moisturizer to lock in moisture too.
