Prestige primed&ready is an amazing primer for about $9, E.l.F is a good one..especially for the price of a dollar!

BH cosmetics eye primer. you'll have to order it online, but it's really cheap and works better than the primer potion!

I would recommend Bobbi Brown bone eyeshadow, it acts as a base as well as brightening up the eye area, wouldn't be without it!

I know all about elf lol thank you all for the help.. My only problem is that the closest target is an hour away. And I thought about ordering it online but do I have to test it first on my skin? Does it have to be the same shade as my skin tone?

No it doesn't have to be the same color as your skin tone. It just all depends on the look you're going for. For a black smokey eye you might use a black cream base which could very well serve as a primer. Urban Decay has four different potions. They range in color from nude to a gold shimmery look. So again, it all depends on the look you want.
