Best eyeshadow palette for a non-shadow wearer?

I love me some good eyeshadow, but I am in need of a new palette. I wear mostly warm neutral shades, and I don't want to spend more than 40 dollars. What do you recommend? Thank you!

If you'd like cheaper I'd suggest the maybeline nudes palette. Many options and just as good as the expensive palettes!! (Also if you want color they make a blushed nudes pallette the exact same price and amount of product)

Barry am starry eyed is perfect, really cheap and pigmented. Also comes with a peachy Blush that I just looove.

Too faced has a neutral eyes palette. It's a mix of matte and shimmer.

Coaster Scents has the Revealed palettes, shimmer and matte and have a variety of shades that are dupes for the Naked palettes due to their amazing pigmentation
