If you want high end, Stila has a great contour kit for $40. It comes with only two colors, but they're good quality (and chances are, you'll use only a few colors in the Anastasia pallet.)
Nyx has a cream concealer pallet. If you get the shade darker, you can use that as a contour, and use a lighter foundation as a highlight.
Personally what I use all the time for contouring is a cheap concealer I got at my local drugstore combined with just a bit of coconut oil to make it softer. And that works wonderfully.
