Hi Shannie. Typically, highlighters (candlelight, ambient lighting) are meant for the places where light naturally hits your face. I would recommend it for all over or especially under your eye to set concealer. I guess it's a personal preference but I've never heard of using a highlighting powder as a setting powder.
I really like nyx banana setting (pressed) powder! It really brightens your under eye but doesn't contain any glitter. I think it's around $10 USD

I hear ya!! I guess I'm just thinking like super sparkly under eyes ;) but the nyx one is amazing... It is matte :( but definitely nowhere as mattifying as rimmels (I hated that one! Was so powdery on me) I also heard bare minerals has a good one called well rested which is an illuminating pen and then a loose setting powder!

Shannie, I think Gen means the MAC Mineralize Skinfinish Naturals. The "Natural" ones are actual setting powders that come in skin tone shades instead of them being highlighters. I've never used one but a lot of YouTubers like them :) Other than that I don't have any suggestions myself because I like a matte finish, but I hope you find your perfect powder!

Soap and Glory's One Heck of a Glow is really nice! With a really light hand you could definitely use it for the whole face.

The bourjois java rice powder is amazing! It gives a subtle glow without being overpowering haha :)
