Polka Dots are pretty popular. And you don't need any kind of specialized tool or anything. A toothpick/safety pin will do.

You can put a plain color and then put a coat of glitter polish on top

You cant go wrong with glitter polish<3 Sometimes i just do nail art on the hand that i'm good at and on the other hand paint it a solid color(:
