Ok so I really want this dress for my birthday but the only thing is I don't know what to wear with it.. My school has a dress code policy that we can't wear tank tops or anything that's not covering our shoulder. I was thinking about wearing a poncho with it or something.. Please help.

I would go with a blazer, personally I think the poncho makes it far too casual (and I know it's just for school but I literally wore my Sweet 16 dress to school, lol)
