Yes, they are more expensive because they are pure. They need to be regulated more strictly if they are going to be eaten than if they are going to be applied on skin. If you decide to buy the one you saw online it will work too, it is cheaper because: they use less expensive oil extraction procedures (that can affect oil properties), or they press the seeds once (to obtain the purest oil) and then press the seeds twice, a third, a fourth, etc.times, that makes less pure oils, the third reason is that the pure avocado oil is mixed with cheaper oils. The decision os yours ;) if you have any other question write back, hope it helps.

Maybe you can visit a pharmacy or apotheke and ask someone there for their opinion? I know what you mean though Germany is similar.

A carrier oil is an oil used to dilute aromaric or essential oils, carrier oils have different properties that can improve skin or hair. Carrier oils have a more neutral smell and some of them are: avocado, olive, castor, jojoba, grape seed, etc. There are some other oils that can benefit skin and hair too, for example tea tree oil, this are called essential oils and have a strong fragance. They may not be applied on skin directly because they may cause irritation. They are also more expensive than carrier oils.
Finally if you are looking for the purest avocado oil the easiest way is to check that you can cook with or eat it, I think in english is called food grade (maybe even organic and cold pressed) but not sure, those that you showed on links
are appropriate for cosmetic use ( your hair) they may work, it is just that if you are looking for purest oil tty the other one. Avocado oil is pretty commonly used to cook so you may find it easily in a gourmet store ;)
