For my breakouts I use Walmart brand Proactiv, it's about $12 and works better for me, as for the dryness a moisturizer works good.

Try cetaphil cleanser and moisturizer because it seems like your face is really irritated so you need something that's sensitive to calm your skin. If you want to use a toner too, use witch hazel. It's done wonders for me.

Use oatmeal, it sounds weird but it soothes irritated skin and is super cheap, it cleanses and feels amazing. Saturate it a bit squeeze the oat water onto your hands and apply to your face, and then rub the oats on to exfoliate. Trust me this is amazinh.
