I love to wear lipstick, but recently I haven't been able to as it won't go on smooth as my lips are really rough and chapped. Don't want to have to go with out my lipstick fix, but it doesn't look attractive!

You'll have to do a scrub for your lips to remove the dead, dry, flakey skin. There are some DIY lip scrubs. I also like using Sugar's scrub.

I tried a sugar and honey scrub, and when I haven't got lipstick on they look fine and I don't notice they're chapped, but when I put lipstick on it just looks bad

Try a lip primer! Like urban decay or too faced!

The same thing happend to me! For a few days before wearing lipstick, my lips had to fully heal of the chapped lips or they will come back if you keep scrubbing them. Personally, I gently got excess skin off of my lips with a warm/damp wash cloth. Then everyday I apply carmex or blistex (not the chapstick) or vaseline. I personally noticed that chapstick doesnt do as well for me as a wetter substance. Keep them moisturized even if it means every 15 mins! ahaha. Sounds ridiculous but its worth a try. Don't lick your lips or pick at them(; And drinks lots of water!
Your lips should heal but don't scrub them again for another few days. Hope they get better. :)

I also had the issue of my lipstick flaking now it doesnt even when I use cheap lipsticks! Sometimes I apply carmex over my lipstick too. :)
