I love the dress! Silver black or purple satin heels would match and maybe a smokey eye.. But it may be too much with the dress so maybe blend out the eyeliner and make it a natural winged look :)

I agree with the earrings idea as the neckline of the dress is high embellish. Shoes, nothing too fancy as a. no one will really see them and b. the dress speaks for itself.
As for makeup, I wouldn't go for anything too dramatic but do add drama.

I think you just need diamond dangling earrings. :) and some bracelets. A necklace would be too much.
Red lip, with a brown or natural smokey eye
Or more of a nude lip with silver smokey eye and winged liner.
For your hair I think you should have it to the side with loose bits hanging down. A messy side bun, pony tail or fish tail

You shouldn't wear a necklace BC the top of the dress is already so busy. You could try some silver or diamond earrings. & silver heels. Don't go too overboard on the shoes BC the dress is so pretty & the shoes will just take away from that :)
