An cheap and easy way is also to exercise, if you train your breast muscles they'll automatic get lifted a bit.

Yes there is such a thing. Its called a boob reconstruction. They pretty much just take what you have and put it back "up" where it belongs. You can get great results just make sure you have a reputable doctor. And do lots of research first.
