Depends on where/when it is. If its a casual, inexpensive restaurant-cardigan. If its a evening dinner in a nicer restaurant-no cartigan. And if you go without the cartigan, maybe wear a necklace? Preferably one that goes above the neckline of the peplum top. Like a statement piece coral or teal.
Just my humble opinion but you look adorable either way :) Have fun.

For the overall look without the other factors I'd say no. Peplum tops are a statement piece all on their own and should be shown off :) If it got chilly, I would actually pair that top with a blazer instead.
