I would recommend a color corrector if concealer isn't cutting it. A color corrector will neutralize the under eye color so when you lay down concealer, discolored skin doesn't show through.
I use/love Bobbi Brown's Corrector. As for concealer itself, I usually buy the corresponding concealer to my foundation of the moment - my skin tone can be a pain to match so it's faster to buy the 'matching' concealer at the same time. That said, I've had great luck with Bobbi Brown, MAC, Makeup Forever concealers in general (spendy, yes, but my best skin matches were from brands that have a wide shade range). My under eye circles are due to the lack of sleep so a good night's rest and lots of water are the best remedies ;)
