A good mascara and eye liner for sure is a must. And some drug stores sell nice eye shadow in stores with multiple colors for the price of one. Drug store lipstick is sometimes limited but try some samplers to see what you like!

Personally, I started off with brown eyeliner(it isn't as intense as black) and black mascara. But I was only in the 8th grade, so it really depends on how old you are. If you're a little older, you can get away with more makeup like blush, foundation, lipstick, and all that jazz. If you're a little younger, go with a more natural look using less products.

Foundation, powder, consealor. Those are staples you should start off with because, those are the base of your face.
Than everything extra, brow kit (if needed), mascara, liner, blush..ext

Wet & wild eyeshadow & liquid eyeliner, maybe a bb cream because foundation ruins your face & mascara :)
I personally love wet & wild, elf, & nyx- & of course my high end ones but goodluck:)

Get some wet and' wild products. they are so cheap at have high quality at the same time.
don't get too many products at the beginning. try out and expirement with what you have first.
this way you learn what works for you and looks good with your skin- or eyecolor.. and you don't spend money on stuff you have to throw away later on.
