I have asked before but never gotten any replies. What color eye shadows would make my eyes pop? Mascara and eyeliner tips too?

Mascara they say to use purple, green, teal, or red for your eye color.

You have really pretty blue eyes!! Using golds, coppers, browns and neutral colores would look fantastic and also using different colors like pink and greens would also look good! Experiment! :)
