You have to bleach it so its blonde, if doesn't have to be white blonde when the colour is dark, actually that can make it difficult for you to get the right colour. But it does need to be bleached in order for it to take the colour.

I have light blue/turquoise hair and when mine was bleached it was bleached to a yellow blonde. You don't have to have snow white hair, just average blonde. Plus, since you want it dark you can't go too light or it won't be as dark.

I think two bleaches will be enough, your hair is medium brown now so I guess it will be kinda yellow a little dark yellow maybe, but that's also good enough when it's dark blue you're going for =)

^^ what camila said, although depending on your hair you might only need to bleach once. Wash your hair before and after with baby shampoo, it balances the PH levels in your hair making the bleach and the dye take better =]

Depending on your hair color you would want to bleach it but be careful not to fry it and you can get manic panic its organic temporary hair color very safe and no pesticides like box dye manic panic comes in all color of the rainbow

Btw, a good way to keep healthy hair is deep conditioning once a week. It does wonders for mine.
