Try mixing 3 parts sugar (brown if you have sensitive lips and white if to your lips can take and use the extra scrubbing) 3 parts olive oil, and 1 part honey. scrub this onto your lips for 30 seconds to a minute to exfoliate. then apply your lip balm, I use burts bees.. when you are in the shower. the steam soaks your lips, take your finger and scrub your lips, you will feel the dead skin peeling off. when your out the shower apply your lip balm.

Exfoliate your lips every day after brushing (I just rub with my tooth brush for about 15 seconds) and then when my lips are still slightly damp I apply blistex medicated lip ointment... It's supposed to be for cold sores but it makes your lips so soft and kissable, it's very cheap and easy! I've been using this method for 3 years and have not had chapped lips once.

If you haven't tried this already, try Lush Ultrabalm, and use it before going to bed because that is when your skin renews and speeds up skin cell making so it's more effective then.

I would definitely suggest a medicated lip balm. They tend to be a lot better at healing cracked or super dry lips than normal lip balms which just give moisture but don't heal. I like the Blistex medicated, but the Burts Bees medicated is really good too. I don't really like normal Burt's Bees, as it's too waxy and just coats my lips rather than giving them moisture, but the medicated really works.

I have started using a toothbrush to exfoliate my lips with water twice a day and then putting Vaseline/petroleum jelly on after I have exfoliated my lips ag night and sleeping with it there. Now my lips are supper soft.
