What's A Great Tinted Moisturizer For Dry/Sensitive Skin?

My sister has dry/sensitive skin and it gets flaky when she applies anything on ( tinted moisturizer, concealer, mineral foundation etc.) she uses Olive oil, coconut oil, and blackseed oil but her face is bare and she won't use anything on her face cause almost everything makes her breakout. I'm trying to get her to use something on her face especially when she's going out. please help!!

P.S already tried Mac studio moisture tint.

Just use a bb cream I reccomend maybellines.
