Well seeing how the skirt is detailed, you don't want much detailing on the tops. so I'd probably do a plain old white/black t shirt or tank with a jean jacket. :)

You should contrast the feminine shape and style of the skirt with an edgier top. A bustier or graphic tee/tank top with a motorcycle jacket over it. Also I'd tuck in the top rather than wearing it over the skirt.

Definitely get a motorcycle jacket or a tailored blazer. They make any outfit look more fashionable. I think the outfit you posted above is cute, but with a moto jacket instead of a cardigan it would look killer. You could also experiment with mixing prints. Make sure the balance the prints and keep in similar or complementary color families. Since the pattern on your skirt is quite dainty, you could go with thick neutral stripes on top or even bigger polka dots. Start with neutrals and basic patterns when print mixing, and once you get the hang of it move onto colors or more intricate patterns.
