I'm also 13 and I only wear eyeliner and mascara. But if you have blemished skin you can also use just a tiny bit of concealer.

I'm 13 too and I wear tinted moisturizer, concealer, eyeliner, eyeshadow and sometimes blush. It looks natural but you have to b careful about how much you put on. Hope this helps :)

For your age I wouldn't recommend wearing anything more than what the other girls have suggested. A little bit of concealer to even your skin tone and hide blemishes with a bit of blush will make your skin look glowing. You really don't want to get into foundations and powders yet because they will just make your skin bad and make you look unnatural. I live in Essex and trust me, you don't want to look like some of the 13-16 year olds that we have here! Always use make up to enhance your natural look, not to make you look like a glamour model!

A bit blush does a lot. But don't use too much! :-)

When I was thirteen I wore only mascara, and through the months of the year got into eyeliner. So I would start off with mascara, especially because eyeliner hurts when you first start to put it on, and so it make it take forever to do.

I did not mean blush alone. You can use other stuff also. I just added blush, because the other girls had already said stuff like mascara, concealer, lipgloss etc. :-)

When I first started wearing makeup I just wore a little foundation and mascara. Then when I got more comfortable with that I gradually started adding new things :)

If your just trying eyeliner I wouldnt suggest putting it around your whole eye, but rather only on your top lid and flick at the outer corner! if you search pictures if 'cat eyeliner' you should be able to find a reference! that and mascara like others above said should be rather flattering!

Coming from a makeup artists perspective, less is always more! Especially at your age. Skip eyeliner for now, as most girls your age tend to get the "raccoon" eyes. Stick to the basics. Tinted moisturizer would be perfect for you, make sure it has an SPF of at least 15. Try Laura mercier.
Mascara, but if concealer on and darkness underneath your eyes, and on any blemishes. Mascara, blush, and a lipgloss or balm. You'll be making everyone else jealous in no time. :-)
