runny mascara! HELP!

I've noticed that half way through a day my mascara will run. Even if I use waterproof. I use primer for my eyelashes but that doesn't seem to work. And I don't ware eyeliner so it has to be that. Does anyone know any good tips to keep my under eyes from looking dark?
