Personally for me I like to do concealer after my foundation, unless it is a spot I know needs extra coverage then I will put a dab on beforehand, for dark under eye circles and that triangle I would get an illuminating concealer to brighten the area. Also yellow or lavender based concealers are amazing at getting rid of under eye circles. I use yellow everyday on top of my foundation for my circles and you'd never guess! Just make sure your lines are blended smoothly!

It depends on where you put the concealer, if it's around the eyes then concealer first as it lightens your eyes and the foundation over the top will help it to stay on longer. If it's blemishes then it doesn't really matter as it looks the same when all your makeup is finished :)

Usually the foundation is darker than the concealer, so you won't be able to see it if you put concealer on first.

Definitely put on the foundation first. Use the concealer to cover up any imperfections that the foundation misses. It's also true that foundation will simply cover up any concealer that is put on before hand. For dark circles you should typically do foundation like normal, then apply two one small dab of concealer under each eye. Use your middle finger to then dab around && blend. The "dabbing effect" works out better than just smearing it in.

Use concealer second. When you put it on first, the foundation can cause it to move around and not stay in the spot you put it.
