I don't know about websites...And almost always if you order anything online there will usually be a shipping fee at the very least. Which is kind of ridiculous for something as small as a sample or two. I think your best bet is to go to a store or counter. If you ask for samples they should give them to you without hassle, providing they have any of the tester left. If they don't give you samples when you ask they aren't doing their job.

I just recently went to Dior and a Sephora inside JCPenney to get samples for my boyfriend's grandmother and I got two samples for a week's worth of foundation at Dior and 4 samples of two shades of Kat Von D's foundation and concealer at Sephora. All you usually have to do is ask.
