Consistent hydration over time will help repair the lips. You can pick up ordinary chap-stick brand...Cherry's my favorite and just be consistent. If you live in a cold climate with wind you will want to even make sure you moisturizer before bed. Anywho once your lips have repaired from being so dry you'll need to use it twice a day. My expensive favorite lip balm would be La Mer...by far my most favorite luxury lip balm.

Drench your lips on Vaseline right before bed.
Once or twice a week mix a small amount of olive oil and sugar and GENTLY massage the mixture onto your lips for 15-30 seconds. Lick or wipe off with a damp towel and follow immediately with a lip balm (or Vaseline). I'm telling you this scrub works wonders on dry lips. Try it, you won't regret it!

Lush sweet lips scrub! First aid beauty lip repair or good ol aquaphor! Sometimes your lips will stop making moisture because it is getting the moisture from an artificial source! Be sure and have bare lips sometimes! Also, a lot of lip products will put salicylic acid and other drying/peeling ingredients to increase your likelihood of using it and repurchasing!!

Use honey! It leaves your lips softer and pinker. Apply it before bed. If want to go for a lip balm or chapstick you can try Vaseline like everyone said or body shops hemp something lip balm. Both are awesome.
