I had one of those mega short pixie cuts around 3 and a half years ago (which I only kept for 6 months because there was so much upkeep involved in keeping the shape). I've been growing my hair back since and in the past few months I havent noticed any extra length. does hair stop growing after a certain length. if so why? here's a pic of my hair now.

I think it does stop growing at a certain length but only for a short amount of time my hair dresser told me. Just get a little trim and keep it healthy and it should grow fine

It never "stops" growing. Get a trim to get rid of the split ends which will "stop" you hair from growing.

Yes, there is something called "terminal" length.

Basically, any given hair on your head is in a different growth phase at any point in time. About 85% of the hairs are actively growing...most of the rest are in a kind of dormant phase where they're just hanging around, neither growing nor being shed. How long your hair stays in a growth phase for is determined by your genes.

Some people have really long growth phases and can grow hair literally to the floor. Some people's growth phases hardly reach past mid-back. Assuming you're taking absolutely pristine care of your hair and body and you still aren't getting longer growth, it's very possible that you've simply reached your terminal length.

I think my terminal length is somewhere around my tailbone, but I've never actively tried growing it longer than that.
