Shaving is mostly neccessary when the hairs are really visible.

It's not basic hygiene, as long as she showers and whatnot then it's not a hygiene issue. Maybe she's not allowed to, or maybe she just doesn't want to. Either way.. It's her body, her decision :-)

Yeah just leave it. I had a girl tell me out loud and blunt that I should shave in elementary school. I had visible hair and was wearing shorts. It's really hard to hear cause I didn't know. And she might not be allowed

1. Your friend's parents may not let her. 2. She may not want to, and if she does not want to shave then that's her own business.
Also: There is no hygienic reason for shaving. It's a personal preference.

I dont know the reason why your friend doesn't but I had female classmates who didn't shave their pits and proudly wore tanktops, female teachers who never wore a bra. We should get used to seeing people who dare to be individuals.
