Eye Make Up Advice Needed.

I seriously need help. Eye makeup, including waterproof seems to slide off and or melt away..I want to wear cat eyes and wings, but 20 minutes later..I have a halo on my lid and the liner seem to slide and evaporate...same things happen when I apply shadow. If you have any tips and/or advice, I will greatly appreciate it...I am still a novice in make up application ;-)
