Since the color of the dress is so brilliant and bold, you want your makeup to accent it rather than taking away it's attention. I would go with a neutral eye, maybe a bronze-ish brown color, add a bit of black to the outer corners to create some depth, a sophisticated cat line would also be a great complimentary to the dress! And to add some color to the lips maybe a soft peachy color, nothing too intense (:
