I can't get it into the inner eye as well...what tool do you use? Also opinions in general would be great thanks

I use a push liner brush by elf.. You can put whatever color shadow on and push it lightly to make a shadow liner :)

Also try applying it wet with water or a mixing medium. Make sure to blench the shadow into the wet brush on the back of your hand or a palette before applying to your eye.
