Best foundation under 40$?? my skin is combination but really dry in the cheeks... want something that will moisturize and is fairly light for summer(:

Tarte Amazonian Clay 12 hour full coverage is great for dry skin. its 38$ :) good luck.

Tarte has good products but their foundation coverage is on the lighter side. I would suggest buying a good primer and moisturizer to put on before foundation.
