Running/smudging eyeliner and mascara

I went out last night and used every trick in my arsenal to keep my eyeliner/mascara from creating circles under my eyes. None of it worked! Waterproof mascara coated with a clear mascara, eyeliner set with a black shadow and I was really careful about not getting any foundation or concealer too close to eyes. I don't wear mascara on my bottom lashes cause they are crazy looking when I do. I prefer the softer look of a pencil as opposed to the stark lines of a gel or liquid liner, but I'm starting to think that may be my only choice! Gah! I'm so frustrated!
