I have blue eyes and a light complexion just like you and had dark brown hair as well. I changed my hair color to red thinking I was just going to do it once and that was 4 years ago... It fits how I look so much more than brown. Dooooooo it!

I think everyone should try red hair at least once in their life, just for the fun of it :)

The best hair (both cut and color) for you is always going to be a combination of what looks good, what fits your personality and what fits your lifestyle.
