Grow it out or cut it off?

I wanted to grow my hair out, but lately I'm wondering if I should cut it to my shoulders and get more shorter layers. I don't know what to do, so your opinions would be appreciated. Also I would live it if you have ideas about how my hair would look good for me!!!
