for cool skin tones and very fair skin is it better to go with blondes or browns? what shades?

Well I have a cool skin tone and usually fair skin, and both blonde and brown look great.
That's my opinion though. :)

I think a light brown is best for fair skin. Almost the best of both worlds haha
