I usually buy high end makeup but I was thinking of buying normal brand for the stuff I run out of a lot (eye liner, lip balms etc..) how's the H&M brand for that?

i wouldnt trust a clothing company producing make up , high end makeup is an investment . you should buy good eyeliners because its your eyes cheap brands could harm you in the long term.

Definitely not worths even couple of euros. Once I bought lip gloss because I had a gift card, but I found out that it's veery sticky and also lasts not long, I mean really not long. And I live in Finland, so sometimes it's pretty cold here during the winter. If I use my normal lip products, e.g. Dior lip gloss, my lips are really fine, but couple of times I've used h&m lip gloss.. Gosh, my lips got so dry after :( my advice - keep on buying high end make up! One lip gloss was enough for me! :)

I wouldn't risk it. They aren't going to take the time like a traditional makeup brand would when it comes to quality. They will produce a product that will pass government standards but the level of quality will not match what you're using now. Better off going the drugstore route.
