If you want a natural look go for powders, if you want bold eyebrows go for pencil. I use the maybelline define brows. Its amazing, its wax based so it doesnt budge :)

Well, my eyebrows are more like dark brown, but I oddly enough use the L'oreal wear infinite waterproof self-advancing eyeliner (say that five times fast) in espresso color. They probably have some lighter colors. It blends really easily, and it's waterproof so it's not prone to smudging. I think it looks really natural for drugstore stuff.

I use an eyebrow pen by Anastasia. It came in a kit for $21 & I swear by it. The result is so natural looking.
