What do you think is the best product for filling in eyebrows?

Try a clear brow wax. I recommend Anastasia's Brow Fix, and maybe a pencil and then a powder on top. The brow powder I use is by Maybelline. I apply it with an angled brush and when I'm done I take concealer and go around for a sharper edge.
