a pen has a felt tip...almost marker-like and its a bit inky but great in pigmentation. A pencil liner is is not inky but rather like "charcoal". imagine these as colored pencils that you can use on your face. Pencil liners are easier to remove in my opinion, especially the urban decay glide-on 24/7 eyeliner pencils. Good Luck!
