Stila has a palette called in the garden...on amazon for $22.00...really pretty pigmented neutrals..perfect for any skin tone and it comes with a pretty smudge stick..if ur order is over $25.00 u get free shipping...nyx bohemian rhapsody pallet is nice also

Disclaimer: I am very much not a WOC. However the Maybelline Color Tattoo line is a cream line with really excellent pigmentation, that gets even better if you use a primer. You can find them for 5.50 to 7.00 dollars depending on the store. They just released a new metallic line as well.
You can do a google search to find swatches of all of the colors on several different skin shades.

I just want to add that I'm a NW47 in MAC, and it dramatically increased the vibrancy in 3 dollar NYC eye shadow I bought @ walmart .. and elf shadows I tried @ my friend's house.

Wet n Wild eyeshadow palettes hands down. Affordable and highly pigmented. I know Aarica S.mentioned the Stila palette but unfortunately that palette isn't pigmented enough to show up on your skintone (it barely showed up on mine and I'm an NC45 for reference). Its a gorgeous palette though. :(

I think I'm about your complexion and I used to have the same problems. I use Mac, urban decay, and BH cosmetics. They r all VERY pigmented. And eyeshadow primer helps too. Try the urban decay eyeshadow primer potion. In my pic I'm wearing it with colors from BH cosmetics second edition eyeshadow palette.
