Have you seen a sleep specialist? Over the counter medications rarely work for me and I have a similar problem to you (can't fall asleep even when exhausted and I can NEVER stay asleep), so that is my next plan of action since it seems as though nothing works =(

Other suggestions:
make the bedroom a place for sleep and sleep alone by removing clocks and all electronics (televisions, cellphone, computers, etc)
meditation
eliminate caffeine early on in the day (or completely)
try clearing your head of all anxieties and worries before bed
do things you personally associate with relaxation or stress relief

good luck, I know its pretty miserable to deal with =(

u have to set ur bedroom as your place to sleep. this method known as conditioning. so, u shouldn't do anything in ur bedroom except sleep. u can also drink a cup of warm milk but don't add sugar. wear ur comforting scents like ur lavender body cream on ur hands, or musky perfume on ur pillow. don't forget to take deep of exhales and inhales, this can also help u to relax. the most important thing is don't think of anything!
good luck :-)

De-clutter your room and set it up as a sleep haven and nothing else, as @Aini S mentioned. That's your first step.
Secondly, what kind of sleeping tablets did you use? If they are chemical or synthetic, well, they're not for everyone. (The only time they work effectively on me is during long haul flights at weird hours when my body is already exhausted.)
If you want to go down the pill path, try a supplement if valerian root. It's a natural remedy with far less risk of long term side effects or damage to your body if you use it for an extended period of time.
Also try a couple of drops of lavender oil on your pillow. If you're worried about the oil getting in your eyes, rub a small amount into your temples instead. A lavender hand cream or body lotion is also good, as many of us sleep with our hands around our face.
Finally, try doing some relaxing stretches before bed if you're really struggling. Basic yoga poses can not only help relax your body, they can also minimise aches and pains in joints and muscles when done correctly. You can also meditate and try to relax the mind as you're doing them.
Good luck!

Soak in a bath before bed and add a cup of organic camomile flowers, a cup of organic fine rolled oats and 3 cups of organic whole milk powder. After your bath have some vanilla and camomile tea whilst in bed. Light some candles to help soothe you. Drop some valerian essential oils on your pillow and pyjama top. Also add some to an eyemask, a lot of people find the pressure of an eye mask quite comforting.

Honestly though the valerian oil and bath with knock you out.

If you like hot tea, drink some like 20 min before you lay down, also take some melatonin about an hour before you want to sleep. Working out early morning or midday will also make you more apt to sleep!

Drink a warm cup of tee before you go to bed. Without caffeine of course. And avoid having caffeine after 12 in the after noon cause caffeine doesn't ware off for 12 hours after you have it

Note, be careful taking essential oils and hot baths during pregnancy.
