Try Nivea or Carmex. They are both very moisturising. Try not to lick your lips when they feel dry as that will only dry them out more. Every other night before going to bed, use a lip scrub or gently brush your lips with a clean mascara wand / toothbrush after applying some warm water. And during the day, apply lip balm when they start to feel dry.

Mac lip conditioner is great ! My lips soak it up! I also a lip scrub a few times a week when they feel extra dry! You can make the scrub with sugar & a touch of honey! Olive oil is also very hydrating on the lips! Drink lots of water too when the body is hydrated the lips will be too! Hope this helps! :)

Nivea, Palmer's, Carmex and Burt's Bees are very good and moisturise lips very well. Prices are very reasonable.
From more expensive balms I love Elizabeth Arden 8 Hour Lip Care - it has quite strong medicated smell that not everyone will like but it works.

1. Drink plenty of water (many people don't realise not drinking enough will leave your lips very dry and chapped)
2. Exfoliate with a lip scrub weekly (lush cosmetics do some really lovely lip scrubs, they also taste really good and are safe to lick off once your done! Genius)
3. Apply Vaseline or lip balm before bed and when you wake up in the morning to keep your lips supple
Works for me :)

I absolutely hate baby lips for the sole reason that they don't moisturize my lips. I know lots of people who think they're amazing but I just don't get it. I do like the packaging though. But I use Carmex! And I had really bad chapped lips the past week and I used Sugar and olive oil to help them!

Blistex believe it or not is my fave for dry cracked lips. It instantly soothes your lips and within hours your lips are soft again. I love the coolness of it too :)

It always depends in the individual, trial and error...Rosebud Salve feels nice going on, but dries my lips. Eos feels really nice, but it's not heavy duty, so I your lips are super chapped it's not going to resolve the situation. I recently started using baby lips, and so far I like it...for heavy duty chapped lips I prefer Auquapher or the thick Eucerin cream. Minty balms and Carmax cause my lips to itch.

I have found that drinking water is the best way to internally care for your lips. Protecting my lips externally has best been done by lip dip 30 (http://www.skoahboston.com/product/lip-dip-30) and Sun Shades Lip Balm (http://www.melaleuca.com/ProductStore/Product.aspx?sku=7911)
