My Concealer Won'T Work!

I just purchased a BRAND NEW Neutragena healthy skin brightening eye perfectos (concealer) there's this twisting thing that I think lets out the concealer but it won't work! Does anyone know how I can get this to work? Please. I really don't want to buy a new one:(

I have it, I usually just twist it and it comes out maybe you should return it and get a new one its a great product
