I had that problem a lot last year! But I have fallen in love with the new (to England) kohl eyeliner and it doesn't budge! Or you can dry the water line then apply and then set with a Matt black primer :)

I used to have that prob bc I am obsessed with eyeliner (always wear it) I don't use pencil eye liners, they all smudge on me ( I have a very watery eye area) I set my Gel liner with a powder eye shadow of the same color! and I apply my foundation and concealer under my eye area after I have applied my makeup so that everything looks meticulous and clean!

I apply the urban decay original color eye shadow primer to my entire lid then use my eye liner. It stays in place all day, no smudges.
