It depends. Is the red natural or dyed? If its dyed use a colour stripper like "Colour Before" and take it back to your natural colour before applying a blonde dye. If its natural you might want to consider a Pre-Lightenener if your hair is naturally dark first depending on how blonde you want to go.

If you want to ho blonde, you can always bleach it. I tried to dye my naturally red hair purple once. Bleaching it allowed it to go a nice strawberry blonde. If you want another shade (after the bleach), you can always dye it the blonde you want.
